Location Evaluation Reports
How much additional compensation should you pay expatriates in difficult locations?
Are your expatriates assigned to locations that are inconvenient, unsafe, remote, polluted, or lacking adequate facilities?
If so—whatever the conditions—they need to know what they will face, and you need to know how to compensate them for it.
ORC’s Location Evaluation Reports, prepared in partnership with Control Risks Group, assess more than 140 cities worldwide on 14 factors that make up daily life for expatriates and their families. ORC establishes a recommended premium for the assignment. You see how we arrived at the number—we explain the rating for each factor and show its importance in the overall evaluation for the location. And ORC updates these reports regularly, so that the premium recommendation reflects the current situation “on the ground.”

Location Evaluation Reports will help you
- Determine the appropriate incentive for expatriates facing conditions that make an assignment location dangerous, undesirable, or difficult
- Communicate to the expatriate the rationale behind the incentive recommendation
- Update the recommendation based on current information
Each report provides
- A detailed description of local conditions based on 14 factors that affect daily life
- Ratings for the 14 factors, producing an overall evaluation score for the location
- A recommendation for the incentive payment
- Guidelines on how to apply ORC’s hardship recommendation to your company’s
- Compensation structure
Why choose ORC over other sources?
- The 14 evaluation factors are reported in detail—and weighted—so you can see how each contributes to hardship in the location.
- The methodology is explicable and defensible, with transparent premium calculations.
- This methodology—unique to ORC—accounts for extremely negative conditions that make a location especially difficult.
- ORC can show you how to tailor the incentive recommendation to an expatriate’s individual situation.
- Plus—ORC can provide reports for locations not currently included on the ORC standard list: a full report where sufficient information exists to prepare a narrative, or a numbers-only report where information is limited.
